At the groundbreaking ceremony for the project, Mr. Phonesack Vilaysack, Chairman of Phonesack Group of Companies Limited, reported that the construction project of this coal-fired thermal power plant has a total production capacity of 1,800 megawatts, consisting of 6 plants, each with 300 megawatts, the electricity generated will be exported to Cambodia under a power purchase agreement (PPA) with the State-owned Electricity of Cambodia.
The project has a total construction cost of approximately US$4 billion, with construction officially starting on April 1, 2025. The first power plant will be operational in January 2028, and all six plants will be fully operational by January 2030; the concession period is 30 years (2030-2060), and the coal will be used to produce approximately 10-11 million tons of electricity per year. In addition to the power plant, a 500-kilowatt, 253-kilometer transmission line will be built from this power plant to the Lao-Cambodia border. The power plant construction operator is PSGC Thai, while the main equipment and machinery supplier for the power plant construction and the transmission line construction contractor is CWPC Co., Ltd.
This coal-fired thermal power project is the second in the Lao PDR, a large-scale project that will be a fundamental factor for industrial development, attract investment, contribute to the country's socio-economic development, achieve strong and robust growth, and gradually improve people's living standards.
The construction of this project is an important industrial development and is part of the energy and mining development strategy until 2030. It is a large-scale project with high investment, using modern techniques and technologies. It is also confident that after the project is completed, it will become an important condition for the development of the energy industry, contributing to the socio-economic development of the Lao PDR in the short and long term, and will be able to integrate energy with neighboring countries more. It is also a practical implementation of the direction and goal of "exploiting the potential of natural resources to produce clean, stable, and sustainable energy, capable of providing electricity to meet domestic consumption needs and export demand."
